Jim Kelly, the staff presenter, told the council the developer's initial plans showed a water main only across one parcel rather than to the far edge of both parcels. To meet city requirements to extend utilities to the full extent of properties, the project requires horizontal directional drilling to place a water main beneath Portage Creek. Kelly said the city and the developer agreed to split the cost of that drilling roughly 50/50.
Kelly said the project also includes upsizing a 6-inch water main along SR 9 from 204th to 12 inches to meet system needs, and that the city has not had prior problems with the existing under-creek line. Council members asked whether alternative connections were feasible; staff answered they were not and reiterated the need to cross the creek to reach the adjacent parcel. Staff asked council to review the agreement language and cost-sharing arrangement as part of the next formal agenda steps.
