Members asked staff to collect sample ordinances from comparable cities, draft ordinance language including definitions and potential fee structures, and return the draft at the next meeting for review and revision. No formal motion to adopt an ordinance was made; the council agreed to review drafted language and “rip it apart” at the next meeting.
