The Pleasant Valley City Council voted to place a quarter-cent sales-tax measure for stormwater projects on the August ballot and set the measure to sunset after 10 years.
Council members discussed a list of seven projects carried forward from the 2011 stormwater master plan and agreed that today’s cost estimates will grow over time. “To cover the expenses of the projects on the list, we need to go to 10 years,” said a councilor during discussion. Staff explained the city must notify the election board four months before August to secure a place on the ballot and recommended an April–August public-education window.
The councilor who moved the motion said the projects listed in the packet are estimated in present-day dollars and predicted many items would cost more in five to seven years; other members urged prioritizing work as money becomes available. Finance staff reiterated that, because the account currently carries no stormwater balance, most large projects would have to wait until tax revenue begins to accrue.
The motion to place the quarter-cent measure on the August ballot with a 10-year sunset was moved and seconded; the clerk called the roll and the motion carried on recorded 'Yes' votes from responding council members.
