County to issue new RFP for jail medical services; officials cite changing inmate counts

Rutherford County staff told the committee the county will issue a new request for proposals to provide medical services for the jail and workhouse, opening the service to bidders beyond the incumbent associated with Dr. Rudd.
Eric Muncy, the staff presenter introduced earlier, said, "we are putting out a new RFP, for anybody, not just doctor Rudd, to to, come in and bid on that service." He and other members discussed the inmate population figures used in prior solicitations; in the meeting record the numbers were stated as "808 800" for the original bid and later as "up to a 50," language that left the exact current population unclear in the transcript.
Staff told the committee the RFP will be released before the August meeting and that the committee could either consider awards at the August meeting or call a brief special meeting to review and award bids if more time is needed to vet proposals. Committee members noted that if numerous responses arrive, additional review time will be required.
No formal action was taken at this meeting; staff said the RFP will be released and that evaluations and a recommendation will be presented to the committee at a later date.
The committee’s next regular meeting is set for Aug. 11; staff expects to present the medical-services procurement schedule and any recommendation at that meeting.
