Rutherford County extends janitorial contract while reviewing background-check lapse

The chair asked staff to explain an issue that arose during the recent RFP process, saying, “we have somebody who didn't pass a background check.” Staff and committee members said the county requires background checks for any employee who will enter county offices and that badges are issued only after checks are complete.
Eric Muncy, introduced to the committee as a staff presenter, told the panel that the current vendor, R and B, "has agreed through the month of July to do the service for us," and that the county has two options: exercise the one-year renewal at the same price or rebid the contract. Committee members raised concerns that the vendor hired a subcontractor without notifying the county, a practice staff said should be restricted in future RFPs.
After brief discussion about tightening RFP language and conducting periodic badge spot-checks to verify who is entering county buildings, the chair moved to extend R and B's contract for a one-year renewal at the same price; a committee member seconded the motion. Clerk Karl called the roll; members voted in favor. The roll call recorded affirmatives for Mister Gates, Mister Phillips, Mister Johnson, Mister Peay, Mister Boies and Chairman Carr. The motion passed.
Committee members instructed staff to revise future RFPs to require disclosure of subcontractors and to ensure background-check procedures are explicit. Sonia, who the chair asked to assist with background checks, was thanked for her help during the exchange.
The extension preserves service continuity while staff finalizes stricter procurement language and decides whether to rebid later in the year.
The committee did not take additional formal action on the janitorial RFP at this meeting; staff will follow up with revised procurement language and any next steps at the August meeting.
