Council members described repeated difficulty obtaining enforcement help from county attorneys. The chair said county contacts recommended Kevin Daniels, a municipal prosecutor who represents several small towns; council members said Daniels understands limited municipal resources and provides brief advice at no charge but requires a lump‑sum retainer for prosecutorial work.
The council approved a $4,000 annual retainer, which the chair said would be drawn down at $250 per hour for services and can be rolled over to the next year if unused. A council member specified wanting the retainer and contract to begin in 2026; members asked that their current town attorney review any contract before signing.
Later on the agenda the council approved a $300 Christmas bonus for town employees (clerk, treasurer, maintenance, water and sewer staff). One council member suggested employees who do not need the cash consider donating to the school fund or providing raffle items for community events.
Both the attorney retainer and the employee bonuses were approved by voice vote.
