Kosciusko County commissioners used their July 14 meeting to approve a series of operational and capital items across departments.
Airport: The commissioners approved signing a memorandum of understanding committing $500,000 to help complete Runway 927 rehabilitation (phase two of three). Nick King said airport savings from prior bids and local contributions will allow the county share to finish the work; the board approved the MOU by voice vote.
Highway: Highway Superintendent Steve Moriarty presented an unofficial detour route for State Road 19 during a planned winter 2027 bridge replacement; the board approved the proposed local detour (700 North to 900 West to 700 North). Moriarty also requested a not-to-exceed $20,000 engineering agreement with Butler, Fairman and Seufert to prepare work for an HSIP guardrail-replacement grant; commissioners approved the agreement so staff can apply for the HSIP grant.
Public safety grant: A presenter asked for retroactive authorization to apply for the 2026 State Homeland Security Grant Program for $140,000 to purchase radios for the incident command trailer. The board approved the application; staff said the grant requires no local match.
Contracts and branding: County attorney Ed Ormsby reported CivicPlus requested removing an automatic renewal from the county website contract; the board approved a one-year work order in place of auto-renewal. Separately, a KEDCO representative presented a county branding package developed with Golden Shovel; commissioners moved to adopt the brand for county use.
All items were approved by voice vote during the meeting. Commissioners noted staff will follow up with necessary contract and procurement steps and return with any required documentation.
