River Ridge CDD approves gatehouse redesign, signage program, emergency street sweeping and drainage easement

At its Oct. 22 meeting, the River Ridge Community Development District voted unanimously to move forward on several capital and maintenance items, approving design services, a signage program, emergency storm clean-up and a blanket approach to drainage easements.
Gatehouses and monuments: The board authorized Bowman to retain RG Architects, P.A. as a subconsultant under Bowman’s standard terms to redesign two gatehouses, with design and permitting estimated to take 12–18 months. Eric Long said he wants the projects to begin concurrently and proposed booking $62,500 as a reimbursable up-front deferred cost to be invoiced to the CDD when financing is issued. The motion to authorize Bowman to retain RG passed unanimously; Mr. Long will lead the project and Mr. Blumenthal will serve as the board liaison.
Mr. Long also presented the Bowman Consulting Group proposal to replace community monuments and neighborhood signage under the Pelican Sound Master Signage Program; the neighborhood monument replacements are budgeted under Pelican Sound replacement reserves. The board approved the signage proposal unanimously.
Storm-related cleanup and lake management: Premier Lakes representative Bill Kurth reported the lakes "appear to be in very good condition" after recent storms but noted one nano-bubbler machine will need repair. The board ratified emergency authorization for Precision Cleaning, Inc. to perform street sweeping and debris removal (eight loads, eight passes) at a one-time cost of $1,475 and authorized staff to add week-to-week cleanings over the next month if necessary.
Drainage and easements: District Counsel Tony Pires presented a template Grant of Easement for drainage from the PSGRC to the River Ridge CDD; the consensus was to add a Grant of Easement to future agendas with specific sketches and legal descriptions when needed. The current template was approved unanimously.
Regulatory reporting: Johnson Engineering’s Mark Zordan reported the Lee County NPDES Cycle 4 Year 7 Annual Report has been filed with Lee County and will be submitted to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline. He said the new permit timeline is uncertain and staff should proceed into Year 8 until further notice.
Why it matters: The approvals advance multi-year capital projects (gatehouse facelifts and signage), formalize a process for drainage easements and ensure immediate storm-related cleanup. Several items will require follow-up on financing, permitting and contractor task orders.
