River Ridge CDD appoints Keith Merrill to vacant seat, adopts officer slate

The River Ridge Community Development District on Oct. 22 appointed longtime Pelican Sound resident Keith Merrill to fill the board’s vacant Seat 1, and the board unanimously adopted Resolution 2025-01 to elect its officers.
Board Chair Bob Schultz nominated Merrill, noting his extensive HOA experience; the nomination received a second and passed "with all in favor." Mrs. Adams, serving as a notary, administered the Oath of Office to Merrill immediately after the vote. District Counsel Tony Pires and Mrs. Adams reviewed required ethics training, Form 1 filing, the Sunshine Law, public records obligations and Form 8B conflict disclosures for public officers.
The board also adopted Resolution 2025-01, which confirmed the following officer roles: Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries, and Keith Merrill as an Assistant Secretary. The resolution removes James Gilman from the list of officers. The motion to adopt the resolution passed unanimously.
The appointment fills a seat with a term expiring in November 2026. Mrs. Adams told the board that members must complete the statutorily required oath procedure and pay the $10 fee; staff will administer outstanding Oaths at the November meeting. The board confirmed the next meeting date had been rescheduled to Nov. 19, 2024.
Why it matters: The change alters the board’s composition and assigns Merrill immediate responsibilities as an assistant secretary; staff briefings on Sunshine Law and ethics are intended to ensure compliance with state requirements for elected local officials.
