River Ridge CDD adopts goals and performance measures to comply with HB7013; report due Dec. 1, 2025

The River Ridge Community Development District approved a Goals and Objectives package and performance measures to comply with state legislation (HB7013) requiring special districts to report annual goals and benchmarks.
Mrs. Cleo Adams, district clerk, along with District Counsel Tony Pires and District Manager Chuck Adams, outlined the new statutory requirement and staff's proposed performance categories: Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability. The Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Kurt Blumenthal, seconded by Robert Twombly.
District staff noted the initial report is due Dec. 1, 2025 and must be posted on the CDD's website; the task was added to the Key Activity Dates list for staff tracking. The approval directs staff to finalize statutorily compliant goals and prepare the first publicly posted report.
The Board took the action unanimously.
