River Ridge CDD adopts FY2024/25 budget and special assessments; accepts supervisor resignation

The River Ridge Community Development District Board of Supervisors unanimously adopted the district's fiscal year 2024/25 budget and approved special assessments for the coming year, and accepted a supervisor's resignation during its Aug. 27, 2024 meeting.
Mrs. Cleo Adams, the district clerk, opened the public hearing on the budget after Mr. Chuck Adams, district manager, noted scrivener errors in the posted document including a street-sweeping description that was corrected before the vote. No members of the public spoke during the budget hearing. On a motion by Assistant Secretary Kurt Blumenthal and a second by Assistant Secretary Robert Twombly, the Board adopted Resolution 2024-07, relating to annual appropriations and adopting the budget for the fiscal year beginning Oct. 1, 2024 and ending Sept. 30, 2025, as amended; the motion passed with all in favor.
The Board then opened a public hearing on Resolution 2024-08, making a determination of benefit and imposing special assessments for fiscal year 2024/25. District counsel Tony Pires recommended the hearing; no affected property owners spoke. The Board agreed to amend the resolution to delete references to "Exhibit B" on page 2 and throughout the document. On a motion by Mr. Blumenthal, seconded by Mr. Twombly, the Board adopted Resolution 2024-08 as amended, again with unanimous approval.
Separately, Mrs. Adams presented a resignation letter from Supervisor James Gilman (Seat 1, term through November 2026). The Board discussed outreach to The Meadows and directed staff to e-blast residents with candidate qualification requirements and request resumes or letters of interest prior to the next meeting. On motion by Mr. Blumenthal, seconded by Mr. Twombly, the Board accepted Mr. Gilman's resignation.
Other routine agenda items that followed included acceptance of unaudited financial statements and several staff reports. The Board set a next meeting date of Sept. 4, 2024, and adjourned at 2:11 p.m.
Resolution and vote details: Resolution 2024-07 (adopted as amended) and Resolution 2024-08 (adopted as amended) were both approved "with all in favor"; the record does not show roll-call tallies beyond the unanimous outcome.
