Council updates accessory‑dwelling rules to meet state changes; first reading approved

City Planner Joel Plaskin explained that Senate Bill 1354 (2026) amended state code related to accessory dwelling units (ADUs), requiring Lewiston to raise maximum allowable ADU size (state now allows up to 1,000 square feet or 70% of the primary residence, whichever is greater) and to provide exceptions to off‑street parking requirements.
Plaskin told the council the Planning & Zoning Commission reviewed the amendments on June 10 and unanimously recommended them. Councilors asked clarifying questions about parking exceptions; staff said the proposed local changes reflect the statute.
Councilor Forsman moved and Council President Klieberg seconded first reading of Ordinance 49‑72 by title only. The motion carried on a voice vote. The ordinance will return for a second reading and final adoption.
