Council hears concerns about dog‑park funding and liability; no action taken

Councilors discussed the status of the town dog park during the July 14 meeting after staff research and input from the volunteer group North Branford Unleashed.

A staff presenter said the park is on town property but historically maintained by the volunteer group; that group's account reportedly has less than $1,000 remaining. He said the original agreement envisioned volunteer maintenance and that Public Works has provided some mowing and fence repairs over the years.

Councilors asked whether the town would assume maintenance if volunteers could not continue. One member flagged legal exposure if a fence gap allowed a dog to escape and someone was injured; staff advised liability depends on circumstances but acknowledged the town is often named in suits regardless. Several residents gave public comment supporting continued access and noting regular use of the park; one resident said the fence and grounds are currently in good condition and urged the town to continue mowing.

Town staff said they had sent a letter to the owner at 21 Beach Road over a separate wetlands grading concern and will monitor both issues. The council requested additional cost and usage data and asked staff to return in August with options, including whether the volunteer group can be reconstituted, possible budgeting for maintenance, or transferring responsibility to Public Works. No motion was taken.
