Board reviews budget items, Pine Hurst inlet estimate and approves minutes; staff to pursue drainage easement sketch

District Manager Mr. Adams presented a range of administrative items on July 23, including continued discussion of the FY2024/25 budget and Mr. Kurt Blumenthal's updated five-year Capital Improvement Plan. The Board discussed design and permitting for guardhouses, whether funds could be transferred into cash sweep accounts, the well, traffic-hawk considerations and upcoming projects; the budget was reported to be solvent at this time.
Mr. Adams presented MRI Construction Estimate #C060-24 for the Pine Hurst Project (Type 9 inlet top) in the amount of $10,692.88 intended to keep debris from blocking the inlet structure; staff noted an additional proposal is being sought and the item will stay on the agenda.
Mrs. Adams presented the unaudited financial statements as of June 30, 2024 and responded to questions about the check register. The Board approved amended prior minutes (May 28, 2024) after spelling and title corrections were made: changes included correcting "Samantha De Guras" to "Samantha De Gyras" and updating her title to "Assistant to District Counsel." On motion by Mr. Blumenthal and seconded by Mr. Gilman, with all in favor, the amended minutes were approved.
District Counsel Tony Pires reported he is obtaining the sketch and legal descriptions for a drainage easement for the Golf and River Club Seaside; the draft easement has been prepared but the accompanying sketch and legals are pending. Mrs. Adams confirmed the next meeting is Aug. 27, 2024 at 1:00 p.m. for adoption of the FY2025 budget. Mr. Pires stated newly elected supervisors will be sworn two weeks after the Nov. 2024 General Election. Mr. Twombly asked for improved communications to ensure Board members have needed information before meetings; Mr. Adams said staff will provide periodic updates on major projects.
