Friends of Parks and Recreation seeks 501(c)(3) status to fund Powhatan parks capital projects

Walter Hurt, chair of Friends of Parks and Recreation, told the Powhatan County Economic Development Authority on June 8 that the group is pursuing 501(c)(3) status to provide supplemental grant funding for parks capital projects.
Megan Heatwole, director of Powhatan County Parks and Recreation, introduced Hurt and said the group held its first meeting on March 5, 2026. The Friends group described its goal as providing one-time funding for capital projects and told the EDA it would pursue formal nonprofit designation to improve grant eligibility. Director of Economic Development Roxanne Salerno said the board wanted the organization to continue seeking 501(c)(3) status and return with a concrete budget request for consideration.
The EDA did not take action beyond requesting a formal budget and timeline. Friends of Parks and Recreation will report back to the board with a detailed request before any funding or formal partnership is approved.
