Shelbyville council approves minutes, reappoints planning commissioner, appoints board member and holds closed session

At its Jan. 15 meeting the Shelbyville City Council approved the Dec. 18 minutes, re-appointed Quintin Biagi Jr. to the Triple S Planning Commission and appointed Stephen Barnett to the Triple S Board of Adjustments & Appeals; the council also entered and exited a closed session under KRS 61.810(1)(g).

The Shelbyville City Council on Jan. 15 approved routine minutes, made a re-appointment and an appointment to two local advisory bodies, and held a closed session under state law.
Councilmember Frank Page moved that the council enter closed session at 5:31 p.m. under KRS 61.810(1)(g); Councilmember Pam Carter seconded. The minutes record that the council exited the closed session at 6:35 p.m. after a motion by Councilmember Carter and a second by Councilmember Georgina Ivers.
After the closed session the council moved to approve the minutes of the Dec. 18, 2025 regular-called meeting (motion by Councilmember Shane Suttor; second by Councilmember Sally Zaring). The minutes record "All voted 'aye' and the motion carried."
Mayor H. Troy Ethington asked the council to re-appoint Quintin Biagi Jr. to the Triple S Planning Commission for a four-year term through Dec. 31, 2029; Councilmember Frank Page moved to approve and Councilmember Pam Carter seconded. The motion carried with unanimous "aye" votes recorded. The mayor also nominated Stephen Barnett to the Triple S Board of Adjustments & Appeals for a four-year term to Dec. 31, 2029; Councilmember Sally Zaring moved to approve, Councilmember Tom Hardesty seconded, and the minutes record unanimous approval.
The minutes include attestation lines signed by Mayor H. Troy Ethington and Deputy City Clerk Meagan Whitacre.
