Big Bear City CSD updates Title 9 water regulations to meet State Water Board cross-connection rules

The Big Bear City Community Services District Board on June 2 approved revisions to Title 9 of the District’s Code of Regulations to align local rules with the State Water Board’s Cross Connection Control Policy Handbook.
Water Superintendent Jerry Griffith explained the legal background, citing Assembly Bill 1671 and Assembly Bill 1180 and the State Water Board’s handbook, which the minutes say became effective July 1, 2024. Griffith said the State Water Board requires local water agencies to adopt standards for backflow prevention and cross-connection control and to submit a Cross Connection Control Plan by July 1, 2025. To comply, staff updated Title 9 to add definitions and additional requirements and to reflect the policy handbook’s standards.
The Board voted unanimously to approve the Title 9 updates. The minutes record the action as approval of the updates to the District’s Code of Regulations: Title 9, Water Regulations, to meet the requirements of the State Water Board’s Cross Connection Control Policy Handbook. Staff reported no public comments during the discussion.
The Board’s approval begins the local implementation process; staff will finalize the Cross Connection Control Plan and submit it to the State Water Board by the July 1, 2025 deadline noted in the minutes.
