Big Bear City CSD authorizes Tract 18806 water agreement, adopts CEQA guidelines and introduces connection-fee ordinances

The Big Bear City Community Services District Board on May 5 took several administrative and project actions: it authorized the President to sign the finalized Water Facilities Construction Agreement for Tract 18806, adopted local CEQA implementing guidelines as Resolution 2025-06, and introduced two ordinances to increase water and sewer connection fees for a noticed May 19 public hearing.
General Manager Glenn Jacklin reviewed the Water Facilities Construction Agreement for Tract 18806 and reported updates to contract section 5.9 regarding water rights. The Board authorized the President to sign the finalized agreement, which incorporates the on-file engineer’s plans dated Feb. 11, 2025. The motion passed 4–1 (Directors Bob Rowe, JoKay Rowe, John Russo and Al Ziegler voted yes; Director Larry Walsh voted no).
Jacklin also described updated local guidelines for implementing the California Environmental Quality Act (CEQA) that reflect 2025 changes to CEQA. The Board adopted Resolution 2025-06 by unanimous vote. The minutes reference the District’s Resolution and Ordinance Book Number 36 for the complete resolution text.
President John Russo read the titles of Proposed Ordinances 2025-02 (increasing water connection fees) and 2025-03 (increasing sewer connection fees) after the Board voted to waive the full reading. Those ordinances were introduced for consideration at the May 19 public hearing. The Board also approved the consent calendar, including the April 21, 2025 meeting minutes.
The minutes show staff answered Board questions on the contract and CEQA items and that no public comment was given on the introduced ordinances. The authorization to sign the Tract 18806 agreement and the adopted CEQA guidelines were entered into the District’s official records.
