Board rejects Capturing Kids' Hearts contract after heated debate over evidence and scale

Vern Hazard, representing Capturing Kids' Hearts, told the board the program focuses on relationships and restorative practices and urged the district to continue the partnership. Administration reported platform usage and survey results during the three‑year engagement and identified buildings recognized as national showcases; staff said they observed reduced suspendable days in some sites and increased engagement where the program was implemented with fidelity. Trustees pressed for detailed data that isolates the program’s contribution to academic outcomes, attendance and discipline, and some board members questioned whether training delivered in short sessions could change day‑to‑day classroom practice across a district with high teacher turnover.

Costs and procurement were also part of the debate: trustees asked for line‑item cost detail and whether alternatives were available. One trustee questioned the premium‑package cost and cited an example of training fees plus travel and accommodation. After discussion, the board conducted a roll‑call vote; the motion to approve Capturing Kids' Hearts services for 2026–27 failed.

The board requested administration provide more detailed, building‑level evidence linking the program to measurable outcomes and to return with cost comparisons and clearer survey data if a future contract is proposed.
