Design update: Flint's new high school reaches major milestone; commissioning agent recommended

Clint Moran delivered a design development milestone update on the new Flint high school, reporting that floor plans and major program elements remain unchanged and that the team is moving from design development into construction documentation. "We're about 90% there," Moran said of the floor plans and said Stantec issued design development documents at the end of May and Clark’s estimating team validated numbers with trade partners.
Project leads described site sequencing: demolition of the field house has begun, bid pack 2 (foundations and site work) is scheduled to go out mid‑August, with an intent to begin foundations around Oct. 1; the team projects overall substantial completion by fall 2028 with some system commissioning and paperwork carried into closeout. The presentation warned neighbors that noise and intermittent night work are likely during deep excavations and foundation operations.
Staff also recommended a third‑party commissioning agent to verify building envelope and mechanical/electrical/plumbing systems. Administration presented JMK Engineering as the recommended firm after an RFP and interview process; the recommendation includes envelope and MEP commissioning to meet new code requirements and to validate system performance. The board subsequently approved the commissioning services award in a roll‑call action.
