Residents press Harrisburg council for investigation after ICE agent fires at vehicle; calls for DA review

A cluster of public commenters at the Harrisburg City Council session urged city leaders to demand accountability and an independent investigation after an ICE agent fired rounds at a vehicle in the city on July 1.
Carrie Fowler, speaking for Midtown Harrisburg, told the council the community is "tired of silence" and asked whether Harrisburg's ordinance prohibiting unauthorized discharge of a firearm applies when the shooter is a federal agent. "No one is above the law," Fowler said, and she asked the council why it had not demanded an independent investigation.
Chris Fegely asked the council to "demand the district attorney investigate the incident and demand the full evidentiary record," saying footage appears to show an agent firing from behind a vehicle "with no danger to his health or safety" and calling the act "an execution attempt." Brian Kiesling called the shooting "preventable" and criticized what he described as a delayed official response; he urged the council to be clear with the community about what it can and cannot do.
Council response and context: Councilman Rodriguez, earlier in the meeting, said the legislative body had "taken action to the fullest extent of our municipal power by passing legislation banning cooperation with ICE agents," and offered condolences to families affected by recent violence.
