The Nuisance Review Board opened its meeting, confirmed a quorum and approved the minutes from its June 17 meeting after a motion by a committee member and a second identified as John.
Board members reviewed a series of property complaints and photographic evidence. For 753 North Jefferson Street the committee recommended sending another letter about mowing and weeds and set a short compliance timeline; the motion to send the letter was approved. For 866 West Van Buren Street the board noted a shed in the driveway under building‑and‑planning jurisdiction and voted to send a separate letter about tires and junk before the next meeting.
The board also considered 306 Windridge Trail, where members said a police warning had been issued on June 24 and the owner had not fully complied. Staff recited the nuisance ordinance’s language on stacked firewood and health hazards, saying such piles must be contained and “no more than 4 feet in height.” After discussion, a committee member moved to impose a $100 fine and set a compliance timeline; the motion was seconded and carried.
At 465 Stronger Street the owner/representative told the board he would finance a fence and add the cost to the contract‑to‑own balance so the fence could be built in August. Board members warned that if the property is operating as a scrap‑metal yard it may require a zoning variance and that a fence can conceal violations; they voted to allow the fence to go up and to monitor the property.
A new complaint for 705 High Street was added; the board voted to send letters for junk, rubbish and junk vehicles and to give the owner until the next meeting to present a plan or show cause. The board also noted that a previously cited 355 Hoosier Street had been cleaned up and would remain under observation.
The meeting closed after brief board comments about a reminder letter (sent in English and Spanish on June 24) regarding a building permit for 517 East Main Street. The board adjourned after taking the enforcement votes and motions described above.
