Platte County panel approves Shiloh Ministries site plan for neighborhood church

Jason Halterman, assistant director of planning and zoning, told the Platte County Planning and Zoning Commission on Jan. 20 that Shiloh Ministries seeks approval of a site development plan for 4.21 acres at the northwest corner of NW 145th Terrace and Fairway Lane.
Halterm an (sic) said the parcel is zoned RMD (residential multiple dwelling), a district in which places of worship are permitted uses. He described the proposed footprint as roughly 81 by 100 feet, noted an existing prayer garden on the site that was approved in 2021, and said staff and the county engineer had reviewed the application and found it met the applicable standards.
"The site plan does contain a note so these gravel areas will be paved in the future," Halterman said, summarizing the parking arrangement described in staff materials: 28 paved spaces (two ADA-accessible) and 22 temporary gravel spaces that staff said would be paved later. He listed reviewing agencies and said Timber Creek Sewer Company confirmed it can provide sewer service to the development.
East Martin, who identified himself as the applicant's son and spoke for Shiloh Ministries, described the building interior and attendance expectations. "My father wouldn't be here, but he's in Arizona right now," Martin said. He gave interior dimensions — a 20-by-15 vestibule, a 40-by-50 sanctuary and an attached fellowship hall — and said the congregation does not anticipate a large initial attendance, adding that services currently meet at Bethel House of Paradigm Academy and with other partner congregations.
Commissioners asked clarifying questions about past local church projects and local precedents; no commissioner requested conditions on the staff recommendation. After brief discussion, a commissioner moved to approve agenda item 4a; another commissioner seconded. The motion carried unanimously.

Staff said two additional highway-adjacent rezonings are also expected.
The commission adjourned after routine closing remarks.
