The Board of Aldermen approved two zoning ordinances affecting parcels in and near Odessa.
Bill 2026-05 rezoned property along North Iowa Road from agricultural to R-1 (single-family residential). Council discussed assessed valuation and how the tax assessment changes once homes are built; staff said rezoning does not immediately change assessed value until new construction occurs. After discussion the ordinance passed by roll-call and was assigned number 31 69.
Bill 2026-06 rezoned a light-industrial parcel (I-1) to highway commercial (C-3) for property at 411 North 1st Street. The motion to approve the second reading passed and the ordinance was assigned number 31 70.
Both measures passed with affirmative roll-call votes. Councilmembers noted that residential development generates future rooftops that can attract commercial retail, and staff reiterated that developers typically fund initial street and infrastructure construction under city development standards.
