The Rockingham County Planning Board on July 14 approved Zoning Text Amendment 2026-12, a set of updates to the Unified Development Ordinance (UDO) that revise statutory citations and application references in the county’s floodplain regulations.
Adam (S7) explained the changes are largely housekeeping to keep the county ordinance aligned with recent state updates and FEMA requirements so property owners who meet ordinance standards can continue to qualify for the National Flood Insurance Program (NFIP). "This is our floodplain ordinance," Adam said, noting the primary purpose is to ensure compliance with state and federal references and to update form and application references.
Board members had no questions and a motion to adopt the text amendment, based on the consistency determinations in the agenda packet, carried by voice vote with no opposition.
Why it matters: The amendments are administrative but preserve access to flood insurance and avoid regulatory conflict with updated state and federal guidance. The changes were described as minor statutory updates and clarifications of application references.
