Residents urge Chincoteague council to address stalled projects and restore transparency

Public comment at the Nov. 20 Chincoteague Town Council workshop focused on a recurring theme: a perception that approved town projects and maintenance tasks are stalling and that residents lack timely transparency into committee deliberations.
Donna Leonard, a frequent commenter, delivered an extended list of concerns she said reflect a pattern of ‘‘unfinished projects and a lack of timely follow through.’’ She asked why the mayor’s official photograph had not been placed in the council hallway after the end of a prior term, asked that committee meetings be broadcast again rather than handled informally across the hall, and urged a modernization of the town website. Leonard also listed several stalled or delayed park and public-works items: long-needed Memorial Park field improvements, a hangout structure and lending library at Brianna’s Kindness Park approved by council but not implemented, a dog-park sunshade ordered in 2024 but not delivered as an additional unit, committee appointment gaps for the Recreation and Community Enhancement Committee, and a multi-year lack of progress on Carnival Grounds parking where a fire company leases the land.
‘‘Plans only work when they’re actually implemented. What’s the holdup?’’ Leonard asked. Barbara Walker, who followed, said she has observed the same problems and offered volunteer labor for painting and maintenance to help get projects moving.
Mayor Bell acknowledged the concerns, thanked speakers for raising the items and said some work is happening behind the scenes but agreed that several matters should be prioritized and better communicated. Council members and staff later addressed some items during the meeting (for example, park planning references and upcoming studies) and the mayor asked staff to keep council and the public apprised of progress.
What residents asked for: restoration of broadcasted committee meetings or verbal committee reports, clearer public notice of committee actions and letters of intent, a task force or plan to update the town website, and timely follow-through on projects that have been approved by council.
Next step: Council and staff acknowledged the need for better follow-up and prioritized communicating timelines and responsible departments; residents requested that the town post clearer status updates and resume more visible committee reporting.
