At its Nov. 20 workshop the Chincoteague Town Council approved a slate of committee recommendations and motions covering infrastructure, ordinances and personnel items.
Infrastructure and emergency repairs: The council authorized a repair procurement to maintain the reinforced concrete culvert on Maddox Boulevard at Eel Creek while staff pursues grant funding for full replacement (estimated at $1,650,000 for a complete rebuild). The council also approved moving forward with emergency replacement of a failed aluminum culvert at Beebe Road in Fallon Gut; staff reported material costs (precast pieces estimated near $100,000) but said final contractor installation pricing was still pending and that funding may come from reallocated ARPA match funds, surplus, and other local sources.
Public safety and traffic: The Public Safety Committee recommended and council approved the trial purchase of two standalone radar speed signs (not enforcement devices) at approximately $3,782 each, to be paid from the Public Safety Fund; one council member registered opposition to the purchase.
Ordinances and fees: The Ordinance Committee’s recommendation to exempt qualified first-time homebuyers from the water availability fee (removing an income cap while requiring applicants to certify 10 years of occupancy) was adopted. The council also approved a revision to the wayside vendor ordinance requiring one additional off-street parking space for every four outdoor seats (or per table, whichever is greater).
Personnel, scholarships and small-budget items: The Budget & Personnel Committee’s recommendation that the town administer the Jack Tar Memorial Scholarship (privately funded, current balance reported at over $23,000) was adopted. The council approved an increase to the employee Christmas bonus (part-time to $125 and full-time to $250) and approved a draft leave sell-back policy that allows eligible employees to sell 40 hours back once annually if they retain an 80-hour minimum balance; staff estimated a budgetary impact around $15,000 if all eligible employees participated.
What’s next: Staff will gather contractor bids and final cost estimates for the culvert projects, implement the trial purchase of radar signs if cost and procurement clearances are met, and implement the personnel policies and scholarship administration as directed by council.
