Petitioner tells Odessa board Missouri State audit has reached verification phase in ECA overcharge probe

Miller stated the jurisdiction ‘‘has officially shifted from this room to the state auditor’s office’’ and urged the new board to pursue internal fiduciary review of legal stewardship and counsel. He said that while the city discussed a $919,000 figure for ECA overcharges, ‘‘deeper research suggests that your liability could be as high as 1,300,000.’’
Miller also described personal impacts from prior public accusations and said he is a federal‑certified professional. He asked that the board ensure an open record and pledged to await the state findings.
Council did not take immediate action on the public comment other than to acknowledge receipt; staff and council noted that the matter is now in the state auditor’s jurisdiction and any further local response will depend on state findings and formal audit reports.
