Staff reports: grants, hires, road work and a $100,000 trailhead grant for Palmetto Parkway

At the July 13 study session, department directors briefed the council on a series of operational updates, grants and short‑term schedules across public works, parks, finance and public safety.

Engineering/Public Works Director Tom Zieser said physical work under an NRCS grant is complete and staff expect closeout documents to be submitted by the end of August. Creighton Park contractors are scheduled to put down parking surface work and expect substantial completion by July 31.

Tom Zieser also said Dominion Energy crews will install permanent electricity in the Center Street median to power tree lights and receptacles; the city has been borrowing power from the Crowne Plaza with permission.

Public Services Director James Sutton announced lane reductions on Bluff Bridal Luff Road for utility crews (July 15 and July 17) to make a wastewater service connection and roadway repairs, and described a 1.1‑mile walking‑trail wastewater inspection and cleaning project that will be evaluated for pipe conditions and prioritized for repairs.

Parks & Recreation Director Rick Meyer reported the activity center hosted a large junior EYBL tournament, credited staff and volunteer responders for a medical save, and confirmed the city was awarded a $100,000 Recreation Trails Program grant to fund a Palmetto Parkway trailhead parking area, ADA path, shelter, benches and signs. Meyer said he would hand that project over to tourism as the Greenway transitions administratively.

Finance Director Linda Williamson gave practical notices about utility billing: Cycle 1 customers’ June balances are scheduled for disconnection beginning July 21 and July 10 bills are due Aug. 3; Cycle 2 bills dated June 26 will be due July 20 and disconnections for those balances will begin Aug. 4.

Public Safety Chief Johnson said the new animal control assistant is expected to start July 29 and noted recent staff training at the National Fire Academy.

On accommodations tax allocations, staff explained the advisory committee requested an extension to allocate funds and proposed additional support for the Living History Park water wheel repair to prevent losing available funds at year‑end.

Golf cart parking: A councilmember flagged a public email that said $270,000 was being spent on golf‑cart parking. The city administrator clarified there has been no city expenditure for the temporary golf‑cart parking arrangement at Parcel D (the city has use of private property until construction begins). The administrator said component costs discussed for Center Street improvements (tree grates, installation, bollards) do not equate to $270,000 being spent strictly on golf‑cart parking and that final decisions and any dedicated spending would be council policy choices.

Ending: Staff said mayoral appointments to advisory commissions are forthcoming and the council will consider the listed ordinances and resolutions at the regular meeting next week.
