Keizer parks board asks city council for work session before September parks tour

The Keizer Parks and Recreation Advisory Board voted July 14 to request a work session with the Keizer City Council before the board's September parks tour, saying the extra time would let councilors and the board dig into upcoming projects and priorities.

Chair opened the item after lengthy discussion of which parks to visit on the tour. Lisa, a parks board member, moved to suspend the rules to consider the work-session request; the motion was seconded and passed. Later the board moved to schedule a work session prior to the parks tour and the motion passed with no recorded opposition and one member absent.

The request grew out of a broader debate about planning and community outreach. "I think it affords Robert and Carrie a lot more time to consider what that actually looks like," the Chair said when describing a possible dedicated line in future budgets for community garden support. Mayor Kathy Clark supported closer coordination: the mayor told the board that a formal council-level conversation would allow staff, council and the parks board to align on maintenance, funding and larger master-plan questions.

Board members framed the work session as a chance to clarify priorities before the September tour, which the group set for the second Monday in September. Members also emphasized the need for careful outreach to homeowners near park easements before visiting those access points and discussed using drone or aerial footage to reduce neighborhood disruption.

The board said the work session should cover the master plan, near-term projects, funding/sponsorship options and outreach strategy. The motion instructs staff to coordinate with council scheduling so the session can precede the tour.

The board adjourned at about 7:40 p.m.; the parks tour is planned for mid-September and the requested work session will be scheduled by staff and council if approved.
