Solvang council adopts 10-year Capital Improvement Plan, asks for clearer project costing

The Solvang City Council approved a 10-year Capital Improvement Plan (CIP) on July 13 that outlines capital priorities for fiscal years 2026–27 through 2036–37 and will inform future budgeting and the upcoming impact-fee study.
Staff presentation explained the CIP includes detailed estimates for the first five years and grouped/lumped estimates for 2031–37; projects cited included park improvements (Hans Christian Andersen Area C), and a proposed Fiord Drive extension listed at an estimated $5 million but scheduled in later years. Staff said the city will reissue an RFP for a standalone impact-fee study to get more precise cost and funding allocations.
Several council members requested more clarity about what the city has completed from past CIP lists, per-year spending and how projects align with funding sources (general fund, water/wastewater funds, transit fund and measures). Council member comments stressed the value of listing completed projects and their costs and suggested staff adjust priorities where feasible. City manager Randy Murphy and staff said impact fees can only fund new development impacts and coordination with the county will be required on some projects that cross jurisdictional boundaries.
The council adopted the CIP by roll call vote. Staff was directed to continue refining project-level cost estimates during the impact-fee study and to provide clearer reporting on completed projects and expenditures going forward.
