The Pleasant Valley City Council approved advancing a preliminary funding agreement with RPBP Holdings LLC that would require the developer to deposit an initial $10,000 to cover city due-diligence expenses related to a proposed project.
Finance committee member (speaker 7) described the agreement as a means for the city to recover expenses for legal, architectural, engineering and geotechnical reviews and said the $10,000 is the initial minimum funding; the agreement allows additional contributions if costs exceed that amount. The council heard that the funding would be retroactive to September 2025 to cover costs already incurred.
Councilmembers emphasized this procedural step does not grant approval for development or change zoning; those actions will require separate public hearings and formal approvals. A councilmember asked about long-term viability of the business involved; staff responded the applicant is a family-owned company with decades of regional experience and that any site-specific approvals would include public notice and hearings.
The council moved the agreement forward for the next steps in the review process. Staff reiterated that items such as zoning or site plan approvals remain subject to separate public hearings, permitting and council action.
