APC ordinance committee advances Tippecanoe County thoroughfare plan; tree-replacement wording sent back for edits

"In the draft document we call the space between the curb and the sidewalk a tree lawn," Doug said, and staff have added a definition to make the term clearer. He said the revised wording proposes that if a tree in an established tree lawn is damaged or destroyed during driveway work or other activities, it should be replaced with a similar tree "but with approval of the basically the engineer," giving engineering staff oversight on species and sizing for replacements.
The change is intended to account for varying tree sizes and to allow staff and engineering personnel to identify appropriate replacements where large trees are involved. Doug said the ordinance committee asked staff to return with refined wording at its August meeting (the ordinance committee date was noted as Aug. 5), and the Area Planning Commission will review the draft at its September meeting with the goal of moving the plan to the cities, county commissioners and town boards for their consideration.
Why it matters: the thoroughfare plan sets policy and design expectations that affect street cross sections, tree planting zones and related climate-policy measures across Tippecanoe County. The committee's action narrows the outstanding issues to a single wording item rather than substantive map or alignment changes.
Doug said staff will present the revised tree-replacement language back to the ordinance committee and then to this Technical Transportation Committee ahead of the APC meeting. No formal vote on the thoroughfare plan occurred at this meeting.
