Stormwater staff updates board on Rolling Meadows project and flags potential stormwater fee increase

Chelsea, the stormwater program head, updated the board on capital work and finance: the Rolling Meadows mainline storm sewer is nearly installed and the contractor expects to finish midweek; poor soils required a one-foot undercut and replacement with INDOT #2 stone. Substantial completion is targeted for Aug. 15, though the schedule is weather-sensitive.
She described the expected lifespans: "We're using concrete pipe. So the, I would say the expected lifespan is about 100 years," Chelsea said, while asphalt and surface layers are expected to last about 25 years. Chelsea also thanked staff for responding to roughly 70–75 drainage complaints since early June.
On financing, Chelsea said a 2018 bond of about $20 million has roughly $3 million remaining and that the department is evaluating strategic planning and possibly increasing the stormwater user fee to fund prioritized projects. She said bond use will be targeted to Greater Southaven-area priority repairs and that, without new revenue, the department will need to limit large capital projects in coming years.
The board set its next meeting for Aug. 10 at 5 p.m. and recessed the session.
