Public Works Director Josh Smith told council that the city received a Georgia DOT grant ($278,000) for downtown sidewalks and that unit pricing would be locked for one year to allow additional projects to use the same pricing. Smith said DAF Concrete had previously worked as a subcontractor on municipal projects and that the city would require compliance with GDOT standards, quality control testing and the right to require rework if standards are not met.
Councilmembers pressed staff for due diligence: several asked for photos or site visits to verify prior work and for assurances that testing and contract enforcement would protect the city from poor performance. Smith said the city uses GDOT QPL vetting, concrete testing during work and standard purchasing controls to ensure compliance.
Council voted unanimously to approve the unit prices and award the downtown sidewalks contract to DAF Concrete for $252,200, with authorization for the mayor or city manager to execute documents after legal review.
