Garden City council approves multiple business licenses, denies one after state licensing check

The Garden City Town Council approved a series of new and renewed business licenses at its June 11 meeting and denied one application after a licensing check revealed a lapsed professional credential.
Council took motion votes to approve the following business licenses: Cloud Dream Homes, PLLC (1347 Sir Barton Dr.); Endless Opportunities, LLC (70 W Logan Rd, Suite C); Bear Lake Adventure Park (722 South First Light Dr.); Square Donuts Bear Lake, LLC dba Lehi Bakery (88 S Bear Lake Blvd.); Blue Horizon Grill (722 First Light Dr.); Bear Lake Summit Pizza (88 S Bear Lake Blvd.); Hue Haven Creative LLC dba Creative Space LLC (65 Logan Rd, Unit 2); All Things Abby, LLC (65 W Logan Road #7); SYMLIV, INC (69 N Paradise Parkway Bldg. B, Suite 224); TE Plumbing LLC (20 W 150 S); and others noted in the minutes. Azure Waters, LLC was approved conditioned on the owner providing a corrected personal address and a corrected state practice license address.
Council Member Brad Davis reported that "according to Utah State Licensing, Mr. Fullmer's professional license has lapsed since May 2026," and on that basis Council Member Susann House moved to deny the business license for Fullmer Chiropractic. The motion to deny carried with the recorded votes in favor from Davis, Hansen and House.
What the decisions mean: businesses may begin or continue permitted operations after licensing and local requirements are satisfied; the denial prevents Fullmer Chiropractic from operating under a town-issued business license until the practitioner’s state license is active and the town revisits the application.
Next steps: Azure Waters must provide corrected address and licensing information to the town clerk to finalize its license. The clerk will record the denial for Fullmer Chiropractic in the town’s licensing files and notify the applicant of the decision.
