After applicant representatives explained the project — replacement of roughly 18 boilers, repairs to subfloor rot in three kitchens and construction of small mailbox houses — the board voted to approve applying to the New Hampshire Community Development Finance Authority for up to $750,000 in CDBG housing funds. The board also unanimously adopted the required anti‑displacement and relocation assistance plan (no displacement anticipated) and re‑adopted the town’s housing and community development plan (a re‑adoption of the 2023 plan). The board authorized the town manager to sign and submit the application and to execute any contract documents and amendments if the application is approved.
Appointments, scholarships and other actions: The board accepted the resignation of Edie Demeris from the Josiah Brown trustees and appointed Emily Hastings as a trustee (to be forwarded to the Charitable Trust Unit). Staff recommended awarding six Josiah Brown scholarships at $6,000 each to six applicants; the board approved the awards unanimously. The board also voted to release $103,296.11 held in escrow to the Ridgeview Lot Owners Association after conditions for release were met.
Consent agenda and administrative items: The board approved a multi‑item bulk vote that included manifests for two weeks, temporary event permits (including an American Legion concert), multiple tax refunds/abatements, and intent‑to‑cut notices. The board also approved a 2026 barge permit (4 yes, 1 abstention) and initiated a public hearing schedule to update the town’s animal control ordinance to mirror state law.
Next steps: Town staff will record and deposit donations, submit the CDBG application, and, if the grant is approved, execute contract documents and subgrant arrangements with the Lakes Region Community Developers. Scholarship disbursement and escrow release will be processed by finance staff.
