Commission backs changes to Chapter 155 to permit trade services and certain equipment sales with screening standards

York County’s Planning Commission on July 13 voted to endorse amendments to Chapter 155, Subchapter C (use regulations) to expand permitted uses in the GC and ID zoning districts. The proposed changes would add trade services as a permitted use in GC and allow building material and supply stores, farm and garden supply with equipment sales, and vehicle service/repair and customization without overnight outdoor storage as permitted uses in the ID district. A staff representative said the Planning & Zoning Committee put the changes forward and staff supports the recommendation.
Staff and commissioners discussed limits and safeguards. The amendment would keep motor-vehicle, recreational vehicle and boat storage as a conditional use where overnight outdoor storage is involved, and require opaque screening, landscaping/buffering, and parking-lot design standards (aisle widths, surfacing and storage-area geometry) where applicable. A staff member described the screening requirement: “I have to have an opaque screening, you know, just so that stuff isn't sticking out.” Commissioners sought clarity on whether equipment sales displays might resemble outdoor storage; staff said product displays that are merchandise for sale can be permitted but the conditional standards are intended to manage overnight outdoor storage and visual impacts.
Committee member (S2) moved to approve the amendment; the motion was seconded and carried. Staff said the amendment increases permitted options in lighter commercial districts while retaining conditional controls for outdoor storage and heavier uses.
