Commission approves council-initiated rezoning of townhome parcels to RMX-6

York County Planning staff presented a council-initiated rezoning on July 13 to reclassify 367 parcels for established townhome communities (Ashdowns, Coal Creek, Pikeview Place and Town Square) to RMX-6. Staff estimated the full program will include roughly 3,000 townhomes in about 10 batches over the coming years and recommended approval because the RMX-6 district aligns with the neighborhood-residential future land-use designation and does not change how properties are currently used.
A staff member explained that the rezoning applies appropriate use, dimensional and development standards for any future improvements or additions but does not compel property owners to redevelop. Commissioners asked whether the rezoning would prompt owners to demolish and redevelop; staff said property owners would need to voluntarily sell or combine parcels for redevelopment to occur and that no compulsory redevelopment is intended.
A motion to approve the rezoning batch was made, seconded and carried during the meeting. Staff and commissioners noted the rezoning mainly standardizes zoning across built townhome neighborhoods and does not automatically change existing uses or trigger redevelopment.
