York County planning staff recommended denial of a rezoning request by MJ Rooster Investments for a 95.8-acre parcel on Lawrence Road in Clover, and the Planning Commission voted to deny the request on July 13. Staff told commissioners the parcel (tax map 2820000010, Council District 3) sits outside the county’s urban services boundary (USB) and that rezoning to RUD would conflict with the future land use map’s agricultural designation and county policy to limit residential development outside the USB.
Staff presented a concept plan showing roughly 60 single-family detached homes on the parcel and said the site is currently farm/ hayfield. “We are recommending denial,” a staff member said, citing comprehensive plan goals (including LU 1.2) intended to limit new development beyond the established USB. Commissioners asked whether the property could be subdivided under the current AGC zoning into five-acre lots by right; staff confirmed that by-right subdivisions into roughly five-acre tracts would be allowable and could yield approximately one-third the number of lots proposed by the applicant.
