Andrew Kalupski, speaking for Wicked Reserve (applicant for 101 Pattonwood Drive), described plans to build out the interior of the former Rite Aid in Hermas Plaza for a boutique cannabis retail store. Kalupski said the River Harbor District was amended to allow retail cannabis, that the project will have no exterior modifications to lighting, landscaping or parking, and that required OCM proximity protections had already been addressed prior to the town application.
Kalupski described operational plans and controls: a vault and fulfillment area in the rear, interior customer service area with ID checks at entry, window tinting per state rules ("window tint will also go on"), 19–30 cameras with six months of backup retention and battery backup, and an inventory system that reports in real time to the state. He estimated transaction times of about 3–5 minutes and provided customer-volume estimates of "about 80 to 120 customers per day" on typical days and "about 100 to 150" on busier weekends. He said the applicant holds a five-year lease with a five-year option to extend.
Board members asked about signage, the shared parking supply and potential headlight impacts on the adjacent neighborhood; a board member suggested adding conifers near the drive to reduce headlight glare. Staff clarified that signage and square footage would be submitted later and that the location’s prior uses and parking arrangement leave it within compliance for the River Harbor District. The board did not act at the workshop; members advised the applicant to return with finalized signage, any needed traffic/parking clarifications, and to be prepared for the July 27 public hearing.
