Hyde Park board adopts townwide stormwater management plan after public hearing

The Hyde Park Town Board unanimously approved a townwide MS4 stormwater management program plan on July 13, adopting procedures the town must follow under the New York State Department of Environmental Conservation's general permit.
At a public hearing before the vote, town engineer Pete Sattero summarized the plan as a 'road map' for how the town will implement six minimum control measures required of MS4 communities and said the county Soil and Water Conservation District will perform stormwater mapping that is a prerequisite for later construction grants. 'This is the planning grant part of it,' Sattero said. 'We have to finish this first grant, and then we can apply for implementation funds.'
The plan covers townwide responsibilities and identifies high-priority watersheds where the town will focus inspection, reporting and capital work. Sattero and board members said the document will be updated over time as mapping and engineering analyses are completed and as grant opportunities arise.
Board members voted by roll call to adopt the plan; the clerk recorded a unanimous 'aye' on the motion. According to the town's public notice read into the record, the plan is tied to project ID NYR208246 and will be posted on the town website and made available under FOIL requests for residents seeking more detail.
The board directed staff to continue outreach and to bring follow-up items — including the county mapping schedule and any grant applications for implementation funding — back to the board for approval. The vote concludes the public hearing portion required under the DEC permit and establishes the town's formal program for compliance and future funding applications.
