Councilmember presses administration over repeated temporary appropriations and asks for clearer budget transparency

Councilwoman Jackson used the premeeting to press the administration for transparency about repeated temporary emergency appropriations and a large July allocation she said totaled about $68 million.
"I am not understanding why we are still continuing to do these month to month budget emergency appropriation," Jackson said, asking for a line-item breakdown and more public budget hearings, including evening and ward-specific sessions so working residents can participate.
Business Administrator Eric Pennington responded that temporary appropriations are necessary to keep city operations running until the council adopts the municipal budget and the state approves it. He reiterated that the administration had introduced the budget to council, that a more detailed, multi-hundred-page budget document exists, and offered to meet with Jackson and others with the finance director to explain specific line items.
Jackson said she would continue to press for more accessible engagement and for copies of the detailed budget and the summary materials to be made available to the public. Pennington said the administration will make the introduced budget available to council members and meet one-on-one to address specific concerns.
Next steps: The administration will provide budget documents on request; the municipal budget is scheduled for reading with a public hearing tomorrow.
