Appointments and confirmations - Dr. Javier Garcia Perez was confirmed to the Race Equity Commission (term to expire 07/17/2028) by an 11-0 roll call vote. - Kurt Reeder (planning board), Peter Habib (zoning board of appeals), Elena Eimert (planning board), Philip Pelletier (Salem Harbor Port Authority), Ellen Simpson (ZBA), Hillary Forbes (ZBA associate), and Emmett Costin (conservation commission) were confirmed in successive roll-call votes, most unanimous. Several confirmations were advanced by suspending rules to permit one-passage confirmations for summer quorum needs.
Transfers and appropriations - The council approved a transfer of $920,836 to cover remaining FY2026 costs to close out the fiscal year. - The council appropriated $42,309 from the general stabilization fund for a comprehensive fire department staffing study. - The council approved $38,117.89 from golf-course receipts for purchase of spray equipment. - The council approved $14,430 from Salem Common receipts for painting light posts. - The council authorized payment of two prior fiscal-year invoices under M.G.L. c.44, Sec. 64: $442.86 and $176.89; two-thirds votes were recorded where required.
Easement authorization - The council authorized the mayor to enter into an easement agreement with South River Partnership, LLC for property at 315 Derby Street (easement plan dated 06/18/2026) and to terminate a prior grant of easement with Beverly Cooperative Bank; Councilor Smith recused and the motion carried with 10 in favor, none opposed and one recusal.
Procedural notes - Several appointments were approved by suspension of the rules to fill short-term vacancies over the summer and ensure quorum for boards. - New appointees who were present spoke briefly to thank the mayor and staff.
