Council approves National Grid conduit work on North Street after engineer details traffic and restoration plans

The Salem City Council voted to grant National Grids request to install conduits at the intersection of North and Bryant streets after city engineers described permit, traffic management and restoration protocols.
Sabina Mahabir Sheehi, representing National Grid, said the work is meant to provide load relief for a feeder installed during COVID. Councilors — led by Councilor Halapa — asked the city engineer, Jay Carroll, about construction mitigation, traffic-flow plans and finished-surface expectations. Carroll said the company must submit a permit with a traffic-management plan, the city typically requires police detail for such work, and that temporary restoration is followed by permanent replacement; if a wheelchair ramp or other ADA features are affected, the company would be required to replace ramps in kind.
Carroll also outlined the complaint and enforcement process: residents can file issues through the citys ClickFix program and the engineering office will follow up with National Grid to correct restorations that do not meet the citys standards. After the engineering answers, Councilor Halapa moved to close the public hearing and then moved to grant the order; the council voted to grant the conduit installation.
Councilors emphasized the need for clear restoration expectations and communication to residents during trenching and repaving.
