Under the proposed language, students in secondary buildings may not have phones on their person (pockets, back pockets or in hands) from the time the bell rings until the last bell, including during lunch when on campus. Phones must be stored in backpacks, lockers, or left at home; violations will start with warnings and could escalate to confiscation and parent pickup depending on circumstances.
The superintendent said the change follows requests from staff and some students, and that the district will be explicit about expectations when the policy is implemented in the fall. Board members asked whether the code of conduct manual will include progressive-discipline steps; the superintendent said the code of conduct generally leaves specifics to classroom and building-level handling but that calibration will occur over the summer.
Members also asked that exceptions for students covered by law be clearly explained and that enforcement be consistent across buildings. The superintendent said administrators will work to align building practices and that the policy will be placed on the August consent agenda for final approval.
