Utilities report: meter rollout at 54% and treatment-plant value engineering reduces project cost

Utility staff told the council the city has installed roughly 54% of the planned new meters and that last remaining appointments will be scheduled for the final billing area. The presenter said letters will be sent to affected customers as the last installations occur.
On the treatment-plant upgrade, staff reported value-engineering changes that could reduce the contractor's bid by about $490,000 if the public works department performs landscaping, silt-fence installation and some inspection work. The presenter said blacktop replacement around the project remains an estimated $90,000 item and that collaboration with the county on prep work could lower costs.
Staff said the utility commission is scheduled to consider awarding the project bid on Sept. 4. Separately, the water department reported hiring a new staffer (Trevor Bowen) who started Aug. 19 and described a same-day water-main lowering needed for a new dental office connection; door-hanger notices were distributed and no resident complaints were reported.
No formal award or contract approval took place at the council meeting; staff asked the council to note the schedule and upcoming utility commission action.
