Miss Duncan (speaker 2) proposed creating a committee to conduct a comprehensive review of discipline policy, the student code of conduct and related handbook procedures. She said the committee should include two school-board members, central-office administration staff, an administrator from each school, one mental-health professional and three parents preferably not employed by the division.
Mr. Outlaw (speaker 9) seconded the motion. After no discussion was recorded, the board approved the motion by voice vote. The chair suggested the March 26 work session be used to finalize committee membership and details.
Miss Duncan framed the motion as a response to community concerns about discipline and noted VDOE guidance that informs the division’s code of conduct; she also read a portion of the student code of conduct that explains the board’s biannual review obligations.
Next steps: membership and procedural details to be resolved at the March 26 work session; committee to prepare recommendations for board consideration.
