Dr. Greer presented the division’s substitute data and explained how Frontline is used to contact substitutes, noting that schools and teachers occasionally arrange coverage outside the system.
Dr. Greer said Frontline generated 1,957 calls for substitute requests in January and 1,371 calls through Feb. 25, and that the overall systemwide fill rate was 68 percent. He explained some positions may be filled outside Frontline and that customization of the system (substitutes preselecting buildings or days) can affect reported numbers.
Board members asked whether most absences are scheduled or last-minute; Dr. Greer said most are scheduled but the unfilled positions are usually last-minute requests. Board members pressed for further breakdowns, including how many of the 67 listed substitutes never worked during the period; Dr. Greer said that is data the division could pull and would address.
In discussion about outsourcing substitute services, Dr. Greer said the district had identified a company (ESS) that could meet the division’s expectations; board members requested procurement details and a copy of vendor materials.
Next steps: staff to provide additional substitute-work-history data (including how many listed substitutes never filled assignments) and to share vendor documentation related to ESS.
