Planning Board conditionally approves Healey Kia overflow inventory lot with stormwater and tree conditions

Mark Day of Day & Stokosa represented the Healey family and described a proposed overflow inventory parking lot north of the existing Healey Kia dealership on Route 17K encompassing about 2.2 acres. "The parking lot is for inventory storage only and will not be accessible to the general public," Day said, noting retaining walls, fencing and security lighting are part of the plan.
Pat Hines (MH&E) told the Board the updated SWPPP meets 2025 standards but requires minor technical revisions, infiltration testing, and a stormwater facilities maintenance agreement and securities for landscaping and stormwater. Hines also flagged outstanding compliance under the Town Tree Preservation Ordinance and the need for a legal mechanism tying the overflow parcel to the Healey Kia dealership to ensure approvals remain tied to the owner.
With no public comments, the Board closed the public hearing and then, on motion and roll‑call vote, conditionally approved the amended site plan for clearing and grading subject to the conditions identified by MH&E and the Planning Board attorney’s language. The approval was unanimous.
